They were officially at peace, but unofficially were trying to undermine each other. The Resistance is an anti-First Order guerrilla group that fights the First Order in their territory. They are funded under the table by the Republic, so that the Republic can fight the First Order without starting an all-out war. Sort of like how the US funded the mujahideen against the Soviets in the 80s. <br /><br />I think the problem is that the politics in the prequel got such a bad reception that Abrams wanted to leave it all the political stuff implicit, like it was in the original trilogy. The problem with that is that the original trilogy had a very simple political setup that was easy to infer with no explanation.
