Ravage spoke during the four issue mini-series as did the birds (Laserbeak and Buzzsaw). For some reason, when it switched to a monthly ongoing at issue 5, and Budiansky went from editor to writer, they lost that ability, even though Ratbat (now not part of Soundwave's crew) was able to.

He even talks in the second episode of the cartoon - it's only after that they seemed to decide not to bother.
Really? When I saw this I assumed he must have always been able to talk in the comics, but I don't recall any dialogue from him in the cartoon, beyond growls.
True. He also talked when he appeared in Beast Wars. He had a Russian accent for some reason, but it worked.
He had a robot-form in that show/toy line too, didn't he...?

Woah. If they could all talk, I'd expect them to be complaining all the time about how crowded it was in Soundwave's chest cavity (One thing that blew my mind as a kid was watching Soundwave eject like four to five different tapes out of his single tape deck in an episode of the cartoon (or movie, maybe).
He did have a body, but not a toy. He showed up for End-Of-Season-Fanwanky-Awesomness (in that it was fanwanky, but in a good way). He turned into a cassette and they played the original sound effect and everyone went "squee!"
The Japanese made a toy of his form there after the fact though.

In the comic, the tapes spent much less time in Soundwave's chest. They tended to just hang around in robot mode. Laserbeak would usually perch on whoever was Decepticon leader at the time. (Which meant that he was having to leap around almost constantly in the comics. They had a lot of leaders.)
I like how cat-like Ravage is here: leaping around gracefully, being stealthy, playing with his prey. I’m not freaked out by his talking because, like everyone else who commented above, I knew he could talk in the comics. But his facial expression in the second-to-last panel did freak me out. Robot cats with smug, cock-eating grins are scary.
For a British Transformers comic not drawn by Geoff Senior or John Ridgway, the art is surprisingly good here.

It always bewilders people when you point out that Ravage is the first Transformer to talk in the first fictional Transformers story ever.
