Gosh, Batman was being a tad impetuous there...Scarecrow was just having a civil conversation with a pollster, he wasn't contaminating the water supply or anything.
Well, there's a great chance that scarecrow has either a) escaped from arkam or b) violated the terms of his official release by wearing his costume so Id say Batman probably has some grounds to take him in. Or maybe he's just a brutal facist.
