The panel is drawn by Tod Smith and is, of course, from the story "Guilty!" in Action Comics Weekly #607, which I discussed here, but for some reason neglected to include this lovely drawing of a lady just slapping the hell out of our hero.

Ahh, another head shot for Hal. And look, the baby's crying because HE wants to get a shot in too.

It may also be crying because of its painful microcephalia.
For what it's worth, the text is actual Arabic. The first line is upside down, but it says "You can't succeed here...You've made a mistake in choosing our country for this dirty game!"
That's pretty specific! And its copy pasted from the soldiers' speech bubble.
