Depending, of course, on why the steam train will never get into the tunnel.

Because the train was diverted to the pass between two mountain peaks?

Because the train left early, stranding its passengers on the platform?

Because it was a steam train and lost pressure?

Because the train got caught in traffic on the Hershey Highway Line?
