As far as I know, they just crossed over on the covers, as POLICE featured both of their adventures (Plus, the Human Bomb, but he apparently didn't sell as many comics, so didn't make it onto the covers).
But if Spirit can meet up with Batman, surely he can meet up with Plas too, right?
I would KILL for such a crossover. Repeatedly. In fact, none of you are safe.
